192.168.123.254 puts the gateway at the top of an unusual third octet. The 123 is the part people change to 1 or 12 when they are typing from memory. The router will not answer those edits.
Open http://192.168.123.254 exactly. Try admin / admin once, then the password printed on the underside of the USRobotics unit.
This link only works when your phone or computer is connected to that router. A website on the public internet cannot log in for you.

These are common factory values published for first-time setup of equipment you own. An ISP, installer, or previous owner may have changed them. After you get in, set your own admin password.
Write the odd address down
Because 123 is hard to remember, write 192.168.123.254 on a label after you change the Wi-Fi name. The next login fails more often from a wrong octet than from a wrong password.

That is a different gateway, often a BT-style hub. Come back to 192.168.123.254. The extra 23 in the third octet is required.
The router is behind a newer gateway
An old USR used as an access point may have stopped serving this address. Read the gateway on a device joined to the Wi-Fi you use now. It may be 192.168.1.1.
admin / admin was changed years ago
These units stay in cupboards for a long time. The factory pair only returns after a reset. Hold the reset pinhole while powered, then reconnect to the SSID on the label. See factory reset.
